Public AI training observatory for Catalonia

Every contract Catalan councils, the Generalitat and universities publish to train people in artificial intelligence, counted from the Generalitat's open data and updated daily.

In short

  1. 1Since 2023, at least 145 public bodies in Catalonia have contracted artificial intelligence training; 45 of them are town councils, with 126 contracts (data as of 25 October 2026).
  2. 2Since 2023, 639 AI training contracts have been published, worth €1,648,061 excluding VAT.
  3. 390% are minor contracts awarded directly; the median amount is €650.
  4. 4Between January and June 2026, 146 were awarded, against 149 in the same period of 2025.
  5. 5A minor contract is published a median of 104 days after it is awarded, so the latest months are always incomplete.

How it is built

What is counted, where it comes from and what this observatory cannot tell you.

  1. 1Source: Generalitat de Catalunya dataset ybgg-dgi6, «Contractació pública a Catalunya: publicacions a la Plataforma de serveis de contractació pública». It is updated daily, and so is this page.
  2. 2Filter: the contract title must mention AI (intel·ligència artificial, IA, ChatGPT, Copilot, generative AI) and training (formació, curs, taller, jornada, càpsula, docència, alfabetització).
  3. 3Cleaning: a contract published in several phases counts once. Travel, recordings, supplies and cancellations are removed.
  4. 4Amount: award amount excluding VAT or, if missing, the tender budget excluding VAT.
  5. 5Limits: a title that does not mention AI is left out even if the training covers it, and training bought inside a larger contract does not appear either. The figures are a minimum.
  6. 6We do not publish who wins each contract: many winners are self-employed people under their own name. That information is in the linked official notice.
  7. 7We do not reproduce the literal contract title either, because some name the person hired: we classify it (course, workshop, conference, training) and link the official notice, where the detail is.
